In the meantime, as there is a basis to governing reality within the United States which can be followed, in conjunction with the forces of the Universe. 

Most of the articles of the Constitution do not directly reference consciousness, but  the ones which do apply and are clearly adaptable upon examination, are include in the: Enumeration of Equivalency Proclamation, in a Constitutional Comparison.                

The right to declare war, and the right to make rules on the land and water?

Consciousness does not apply. There will be no forced, or involuntary cleansing of war borne trauma via consciousness in the U.S., and that is applicable to immigrants, as well. The empathetic reaction of those whose homelands are embroiled in conflict might affect the emotions of a member of both nations, but not the intrinsic consciousness. 

No land or water rule applies to consciousness, except in that consciousness does not extend beyond the electromagnetic field of the body, unless an evolved ability happens to show itself, and there is no exception, regardless of what the government says. 

The Writ of Habeas Corpus does apply, in that there is no feckless imprisonment of consciousness which is allowable. The universal forces automatically stifle harmful energetic expression of consciousness, and if there are cases which somehow get around that, other civilizations stop it, anyway.

In that there are no sales of humans, there is never an allowable sale of consciousness, nor is consciousness-based banking allowed, nor will it ever be. There are intrinsic protections which FDIC insured banks have built in, against such practices, aided by other civilizations. 

States may not enter into contracts relative to consciousness, beyond the basic patent of the birth of a being with sentient consciousness, which is the birth certificate. 

The President of the United States has an inherent right to protect his own consciousness, or hers, and in the case of an accusation of treason, S-MMassCo and The Balance Project can assist with maintaining privacy while gaining information relative to the charge, consciously, to the legislative members investigating into whether there should be continued foray into the matter.

The President has the right to command the military, and due to the considerations and lack of a formal consciousness based constitutional rights bill, and volunteers to govern, there is no way to include consciousness-based war tactics, and in fact, they should be and are prohibited. Any consciousness-based information collection tactics employed by the CIA shall be respected and potentially reviewed, but inadmissible information to a court of law, even with a PIIM, assisted by S-MMassCo and The Balance Project, will be discarded, and therefore may not be worth the effort expended. 

The United States guarantees citizens against invasion, in general, and that extends to consciousness, via the Police and military. 

There is language relative to state-to-state travel, and location of citizens. Consciousness is going to be inherently protected, as the Birth Permanent Impermeable Ionic Molecule Biologic capable will be implemented. Each hospital and town hall, residence of birth homecoming, schools, hospitals and prisons eventually, and current residence will be included, courthouses as well, eventually, with capability to transfer, based on DNA identified, and confirmed with blood type and fingerprint, consciousness, to assist in citizens keeping their own base consciousness, regardless of connection.
